ASEP: Facilitating recruitment processes with digital tools

The Ministry of the Interior has deployed digital warfare tools to speed up public sector recruitment processes through ASEP. In recent times, the public debate on the slow pace of the procedures followed for the selection of personnel intensified, which led to the intervention of the prime minister and the relevant meeting of Maximos with the leadership of the Ministry of the Interior.

From the time of publication of the notice to the assumption of the duties of the recruits, even two years are required, with negative consequences for the agencies that are deprived of filling the positions and for the candidates. The case of shortages in hospitals due to the pending appointment of 3,000 nurses, cited by Kyriakos Mitsotakis, indicates the problem.

The result of ASEP

The issue was largely tried to be addressed in the pan-Hellenic written competition initiated in 2021 and implemented in March 2023, but as a result the expectations were denied, since not a single successful candidate has been appointed so far. Recently, the final results of 1,843 Technology Education seats were released and the provisional (and then the final) results of 4,276 University Education seats were awaited.

The Minister and Deputy Minister of the Interior Thodoris Livanios and Vivi Charalambogiannis are trying to break the Gordian bond more time for different methods to recruit the cooperation of the independent authority and the co-competent ministries.

Online platform

The steps highlighted, although not announced after Tuesday’s meeting, include the creation of an electronic platform to be hosted on the ASEP website. In this, every interested party will have a complete picture of every advertised position in the Public Service throughout the country, from the required formal qualifications and skills to the salary offered and the potential development of the position. In this way, each candidate has on the screen of his mobile device or his computer the profile of each position so that he can choose those that really interest him and suit him and he does not declare blindly and finally when he is. he was appointed to see that the position did not suit him and not to assume the duties.

The purpose of this step is to significantly reduce the number of candidates who do not accept their appointment or resign shortly after it, with the result that the position remains vacant even for six months until it is found. the substitute. Thus, ASEP will be relieved of a great burden, because it will not waste time processing applications that are ultimately lost. According to the president of ASEP, Thanasis Papaioannou, the replacement decisions issued each year relate to 1,500-2,000 positions, because the percentage of those who do not accept the position always exceeds 50% of those appointed.

In order to limit this phenomenon, it is also considered, in the next pan-Hellenic written competition, to introduce a ceiling in the selection of positions from successful candidates up to 50 per category and branch, while in the first competition the options are endless.

Digitization of supporting documents

The central point of the changes is the digitization of the supporting documents of the candidates and they are automatically obtained through the electronic interface of the ASEP of the agencies. Certified qualifications and data such as degrees, years of insurance, certificate of multiple children, etc. they will be taken from services such as Ptyxia.gov.gr and Taxisnet, which are updated quickly, limiting the checks made by ASEP and contributing to reducing the time of checking applications.

This means the improvement of ASEP’s interoperability with state agencies involved in public sector recruitment processes.

In this way, it is expected to significantly reduce the number of objections, which is a time-consuming process, which causes many months of delay in recruitment. Once this reform is implemented, the supporting documents submitted by each candidate will not be questioned, because they have certification from gov.gr. An indication of the magnitude of the problem, is the fact that, as mentioned by the president of ASEP, in the last few months the independent authority settled 6,300 teacher objections regarding the rank of 150,000 general education teachers .

The aim of the measures is that the waiting time of successful applicants until their appointment is less than a year.

Regarding the issue of delays, Mr. Papaioannou stated that at the current time, ASEP exercises a wide range of responsibilities, which are more important and more compelling than it has been in its 30-year history. He also recognized that there is significant room for improvement in the relevant procedures and the corresponding legislative regulations.

ASEP procedures do not coincide with the period of procedures that start from the decision of the recruitment need to the filling of the position.

“Before the announcement and after the appointees, there were procedures that did not involve ASEP, where we had a lot of delays. Until an agency decides not only how much they want but where they want, in what specialties and what qualifications they can spend more than 6 months, it can be a year.
